I am unable to find a Freelancer when I search their name. Why can't I find them?

There could be two reasons why any particular person is not pulling up when searched:

1. Only people who are signed up as a Freelancer will show up when searched. If they have a Hiring Manager account, they will not be visible. If they are signed up as a Hiring Manager, they will also need to create a Freelancer account. 
2. Their profile might have some outstanding items that need to be updated to re-activate.
